What do I do when they attack?

I live in the country, and no one fences up their dogs, and the police only get involved when someone seriously gets hurt by a dog (even though the law is to keep your dog fenced or chained, I'm against chaining). I need to ride my bike to train, but I get bit by a dog no matter where I go. I also don't have a bike rack, so going to the city is not an option. I don't want to use pepper spray if I don't have to. Is there something I can do not to get bit? I know what to do if the dog's teeth go through my skin; but I would really like to stop getting bruises everywhere, and not risk getting a rabies shot (I've heard those hurt like the dickens)
